After six successful seasons in Wichita Falls, the Texans relocated to the campus of the University of Illinois at Chicago. Although the team was within spitting distance of the Chicago Bulls' home court, the Rockers were specifically designed to work with the Bulls as their farm team, not to compete with the team for top talent.
John Treolar, who coached the Texans to the 1991 CBA championship, led the Rockers in their first season to a 28-28 record, and rode the scoring skills of rookie Walter Bond into the playoffs. The Rockers pushed both Grand Rapids and Quad City out of the playoffs, but ran into a juggernaut in Pittsburgh, as the Piranhas defeated Chicago in three straight.
In the offseason, several CBA players, including Chicago's Chuckie White, played for the USA in the Pan-American Games, helping America earn the men's basketball silver medal.
For the 1995-96 season, the Rockers replaced head coach John Treolar with Dave Corzine. The Rockers struggled with a 26-30 record, and despite an inflated tournament and playoff schedule, the Rockers did not advance to the playoff rounds.
The second season proved to be the last in the Windy City (the college that housed their home court did not permit the Rockers to sell beer on premises); so in the 1996-97 season, the Rockers relocated to LaCrosse, Wisconsin to replace the departed Catbirds team.
